Reform public defense - Times Union: "Fifty-one years ago, the United States Supreme Court imposed on New York the responsibility to provide lawyers for people charged with crimes and unable to afford counsel. New York's 1965 delegation of its responsibility to counties failed long ago; counties simply cannot finance and run adequate public defense systems. Declarations in the Ontario County settlement reflect this, pointing to the need for statewide reform."
