The struggle for access to meaningful educational opportunities has been central to the broader struggle for civil rights. In 1954 the U.S. Supreme Court, in a landmark decision, held that the segregation of public schools on the basis of race "is a denial of the equal protection of the laws"; the Court said that "education is perhaps the most important function of state and local governments." 1 The Court concluded that "it is doubtful that any child may reasonably be expected to succeed in life if he is denied the opportunity of an education." 2

The struggle for educational opportunities has extended beyond race. In 1975, faced with evidence showing that the educational needs of millions of children with disabilities were not being met, Congress enacted the Education for All Handicapped Children Act."
