Reform public defense - Times Union: "The settlement itself expires in less than three years. If the state has not picked up public defense funding by then, the county need only pass a resolution encouraging the state to increase financial support for mandated representation. Significantly, 14 counties not involved in the suit have already passed resolutions calling for the lawsuit's statewide settlement and supporting the creation of a statewide defender system.
Under the settlement, the Public Defender Office and a newly-constituted Conflict Defender Office must promulgate performance standards to ensure the delivery of quality representation. But without adequate state funding, these offices will be incapable of meeting new, meaningful standards."
